Penrod and former San Bernardino Mayor Judith Valles have been fined by the state Fair Political Practices Commission for receiving illegal gifts in 2004 and 2005. Under an agreement with the FPPC, Penrod and Valles agreed to pay fines of $200 and $400, respectively, for accepting memberships to the Arrowhead Country Club in San Bernardino, said Roman Porter, executive director of the FPPC. In 2004, it was a violation of the Political Reform Act for any public official to receive a gift valued at more than $340. In 2005, the monetary threshhold for gifts was $360. In 2004 and 2005, a membership to the Arrowhead Country Club was priced at $3,500, with monthly dues of $407, said an employee of the club Thursday who asked to not be identified. Membership cost is now only $500, but monthly dues have shot up to $415.
Penrod had a previous encounter with the FPPC over reporting violations. In August 2009, he received a warning from the commission, which informed him he failed to report, over a period of several years, his interest in several properties, including wife Nancy Bohl Penrod’s business The Counseling Team in San Bernardino.
