In the early morning hours of Wednesday, September 15, 2011, at El Cariso Park, 13100 Hubbard Street, San Fernando Valley, CA 91342, Deputies from the Los Angeles County Sheriff’s Department’s Park’s Bureau arrested a man who was in possession of a large amount of Heroin.
Deputies from Parks Bureau’s Special Problems Team were conducting directed patrol in the area of El Cariso Park when they saw a man driving erratically. They conducted a traffic stop of the vehicle and contacted the driver, Lucio Vizcarra (Suspect), male Hispanic, 22 years of age. During the traffic stop, the deputies found Mr. Vizcarra in possession of twenty-five small baggies containing Heroin.
Mr. Vizcarra was placed under arrest for Possession of a Controlled Substance for Sales and Sales of a Controlled Substance within 1,000 feet of a school (Montague Charter School, 13000 Montague Street, Arleta. He is being held in lieu of a $30,000 bail.
